Ex-presidente da Confederação Nacional da Indústria (CNI), Monteiro Neto disputou neste ano a eleição para governador de Pernambuco e foi derrotado por Paulo Câmara (PSB).

Com o anúncio desta segunda, já são quatro novos ministros para o segundo mandato de Dilma. Armando se junta a Joaquim Levy (Fazenda), Nelson Barbosa (Planejamento) e Alexandre Tombini, que permanecerá na presidência do Banco Central.
